Halifax Water says two recent boil orders were caused by two different issues, but they share some of the same solutions.
Power went out at the Pockwock plant on July 1, which let unchlorinated water into the system.
About 200,000 people in the Halifax area had to boil their water for several days.
On Jan. 20, power went out at the same plant. Although the generator kicked in, the chlorination system was offline.
The report lists 14 recommendations to help avoid future boil orders.
And it says both incidents could have been avoided if the facility had enough space to store treated water, which would let them avoid any interruptions from shut downs.
